I'm having a bad game. I have had 2 horrible maps. There was almost no way to find the things. I felt like Moses leading my men in wandering around for 40 years. I finally found the things, and started to get back on track in the game. I then found the Marquis' hideout, and went and found the Baron one more time. I decided to go home and visit my bride (the beautiful daughter of the governor of Leogane), and get the final piece to the Inca map. As I am getting near the city, I see it in the distance, and it is now a Spanish city. I am a wanted man by Spain, so I can't go in to see what happens. So, I quickly go and take a Spanish boat near Santiago, and get some more men, so I can go and take the city back for France, and hopefully get my wife back. I have about 250 men to 180 Spanish soldiers guarding the town. I easily defeat the guard, but it does not give me the option to install a new governor. Ok - I'll have to do it again. So I attack and this time I get the captain of the guard thing. I beat him. No option to install a new governor. I repeated this 8 more times. At the end, I would receive no gold for sacking the town. It would say 160 something of my men and zero guards. I would choose attack and the captain of the guard would surrender right away because it was just him. I never get the option to install a new governor. It is an outpost now, instead of a village, town, port, etc... No more wife - No more map pieces.

Edit: I went back to try to see if there was any possible way to fix it. I sacked the town again. When I get done sacking it, it gives me the option to talk to the governor. I always figured why talk to the new spanish governor, he won't have anything good to say to me. This time I tried it. I talked to the governor. He chided me for sacking Leogane and for sacking Leogane [Yes the same town twice in the same sentence]. The his daughter comes out and says Hi darling, and asks me to the ball. We get done dancing and she gives me the map piece I need. I did it again to make sure. My wife is now spanish, and the only way I can see her is to sack the town.

Edit: I think I am going to take out Santiago, and any other close spanish cities, and hope the French can that Leogane back.

Edit Again: This gets better all the time. I go to Port Royal to get some more men. Then I leave and go head towards to Petit Goave to get more. As I am just a little away from Port Royal, I see an English frigate that says it's an invasion force headed for Leogane, so I circle around for a little while, and sure enough England captures Leogane. So I go and talk to the Governor, and now my wife is English, which suits me fine, as I was wanting to marry an Engilish girl, but there were no beautiful ones to be found. So, I leave and go to take out Santiago, hoping that would prevent the Spanish from taking Leogane back. As I am on the way there, I get the message that France has taken Santiago. So now everything is cool for the time being.

Final Edit: After finding the third lost city, I was sailing back to do a little dancing with my wife (currently English), when I got the notice that the Dutch had take Leogane. So, I got there and sure enough my wife was Dutch. Now the Dutch women are pretty, but they dress a little to modestly for my taste, so after the first dance with her, I decided to try and take the city back for England. The same things happened to me again. It would let me sack the city over and over by attacking the guard captain, but would never let me install a new governor. I ended up finishing the game with a Dutch wife. A wife of all 4 nationalities in the same game.

Now this is odd... I wondered about the nationality and obviously looks change, too. My bride is English, and I wonder what will happen when I am - currently French employed - conquer the city...

I would suggest to add an option to always attack a city. Right now i use a workaround and attack from land to get the attack option.

I think that, to install a new governor, you need a certain number of men (about 250-300 at least).
Try again with more pirates under your command.

@ bigchief: you can check where your romance is in the personal status screen. Has it changed nationality there as well?

I had plenty of men to start out, and always outnumbered the guard by about 2 to 1. It just never gave me the option to install a new governor.

Yes the nationality changed on the the status screen. Each time it was taken over the governor and the daughter would change to the new nationality, but it would pick up right where we left off. I would be at the same place in the romance - she would just look different.

It makes a little bit sense though. If you bring a new governor in town, he adopts the former governor's daughter as well. A bit simplistic though, they could've implemented a better system.

That would make more sense, if he adopted her, or if the governor and daughter actually looked like they did before the nationality change, but she actually goes from the red headed, freckled, English girl to the dark haired, dark skined, Spanish girl.

you can't change governor of the city your wife is in. it says so in the manual.
