(NAB) No city view / No palace upgrades or view

In a custom map I made for C3C in the C3C Editor I have no access to the city view and I have not been able to recive any palace upgrades. I have default rules enabled on this map.

Is this a C3C bug or probleem with the map?

The city view is disabled for all mods and custom maps. The palace upgrades I think you should get if you look at the palace screen, you just don't get the automatic notifications of the upgrades.
