thecrazyscot submitted a new resource:

Naval Raiders Ignore Foreign Borders - Naval Raider class units ignore foreign borders even without open borders.

This simple mod allows Naval Raider class units (Privateer, Submarine, and unique variants) to enter foreign lands without open borders.

This has not been extensively tested, so let me know if there are any issues.

I wonder is it possible to allow raider class units to raid without being at war?

I'm afraid that doesn't seem possible using modifiers, perhaps with lua but I don't know lua.
