I would love to see a much expanded Civ III. However, there is one thing that frustrates me more and more every time I play.

Navy units are so slow!!!! By modern times, every military unit is capable of moving accross the planet in a single move except for naval vessels which continue to be retardedly slow. I've often tried to think of ways to make their movement more realistic without messing up the game balance, but nothing came to mind. Then it came to me.

Give navy units a "rebase" feature like planes. Perhaps harbors or comercial docks could fulfill the required city improvement to accomodate this. With this you could freely move your navy around your own empire, and still be required to go through the slow process of moving your navy to attack.
 
I wholeheartedly agree that late Naval units, at least, should have some kind of rebase ability-within a certain range! It would actually go a very LONG way to making naval units much more worthwhile!! I also can't see that it would be very hard to include in the current game engine!!

I think there would need to be some limitations otherwise this could be too powerful - the sort of limitations I would envisage

1.Only rebase to your civs cities - with a specified improvement - maybe a naval base improvement (harbour is too cheap and by the late game too common) - this could have other benefits e.g. healing naval units faster - a sort of naval barracks. Lets face it in RL naval units only go to naval bases - not commercial docks.

2.Once a unit is rebased it cannot move again until the next turn.

3.Perhaps a limitation on the total range a rebase can operate.
 
I feel that many of the limitations, which will be imposed on rebasing, for air units in C3:C, would be sufficient, when applied to naval units, to prevent this ability from being too powerful! I also agree that their should be some sort of late middle ages improvement (such as commercial docks) which could allow rebasing! It sounds to me like this, and the limitation to your own cities, and maybe those belonging to Civs you have RoP's with, are exactly the limiations Derekroth is suggesting! In addition, though, you would need to add a worker function which allowed them to build a 'Naval Base' terrain improvement, as this might allow you to place a 'naval rebasing' facility on some 'out-of-the-way' island chain, in the middle of the ocean, which might be unsuitable for any other form of habitation!!
Anyway, if Firaxis want to improve the Naval component of the game, and perhaps end this long, drawn-out debate over infinite RR's, then giving this ability to naval units might do JUST THAT!!!

Aussie, that is a very good idea. Compound that with disruptable sea routes for trading and naval units find their worth!
 
Personally boats are the coolest thing ever. I think there needs to be someway for boats to be able to influence sea trade routes more than they do now. Also maybe every ship (or maybe just more modern ones) should be able to atleast transport a couple units in them. But then again im a newbie.

Try to transport an extra infantry company on a destroyer, or a battilion of tanks. Wouldn't work. Now, loading cruise missiles, that should be standard of every naval unit, say above Ironclad. That would be cool. ...
