I just read that the xml files are like the civ3 rules editor.
I dont know if i am the only one but it is much more difficult to me to mod civ 4
the civ 3 rules editor miss me.
Is someone can create a program in the same spirit of the civ 3 rules editor ?
It's should be very usefull an much quiker to use a tool like this to make little modifications.
i think that something is possible with excel or access but i don't know how to do it.
