need help creating military

I plan to make a few scenarios, but have no clue how to make units or balance a military. I have 100's of articles on it, and 100's of peices of advice. its just something I dont have a skill for.

what I need is someone to help me make these things.

I'll send you the completed map, with units, and techs, as well as a template for a military {what units should be, when approxemetley they should be avilable, how powerful each nations military should be, and where in the naitons the units should be} then you make it, send it back, I check it over, and you get half the credit. when created, the credits will show:
created by pellaken & weimar_republic for example.
