Im designing a scenario where u bomb afganzies. Is there a map editor out there that allows you to not only edit cities but add them as well? Please respond. The sooner i get it the sooner you folks can BOMB OSAMA

For making cities, create a settler with Cheat menu and build it. With Map Editor you can only edit terrain.

I have Civ II Mge and you can Edit cities size and whats in them but you have to create settlers and build a city first.I do not know of any map edit that will just make a city that would be great maybe some one can work on this.
