Negative cash

I destroyed Chinese and French, leaving them as pet civs. They have no money, no resource, nothing!
When they asked for a peace treaty, they gave me everything they had left.
In some turns I see the weird message (see screenshot #1)
When I go to a diplomacy screen with either of them (Quin or Louis), I see negative integers in their "cash" fields. (see screenshot #2)
But when I spy on them, I see that they are pretty well off. (see shot #3)

Is it a bug?

From the looks of it, China in that screenshot is operating a free market, which allows Deficit Spending.

I've been wondering what that negative GPT on the trade screen actually means. I thought they were losing units.

How much money do the Chinese have in my game? 5000something, as in screenshot 3, or negative, as in screenshot 2?
