Civ 4 is a great game and I love the tweaks since Civ 3 that have been made to it to reduce micromanagement and improve the game strategies.
I have only one major gripe, it seems the early game is reasonably paced it's quite a long time between getting newer and harder units etc. Though when I play into the late era the game usually ends before I really get a chance to use all those air and sea weapons that I suddenly seem to have.
You seem to be able to research better units before you can even build the ones you only just got. The effect on the game in my opinion is that half of the tech tree is wasted and whilst it has an impact on the game etc. you don't really get to make full use of it and i'm sure if you did it would be great.
We could make a mod that goes and ups all the tech costs for higher techs but this may cause imbalance when cultural victory is enabled.
I'm hoping to start a discussion to decide exactly how we should mod the game to solve this singular problem! Any suggestions.
