New Civ concept

I would like to start a mod with a new concept: All civilizations start equal, and no tech costs more than an other one. The game would stop roughly around renaissance time, early gunpowder. So for example, what made vikings and aztecs so different? Vikings could work iron, and were amazing sailors. Aztecs were a highly theocratic people, and were great builders. The idea is to create a lot of quite precise techs, and make some of them randomly disapear as you make discoveries: example, as a basic civilisation, I would start researching navigation. When I discover it, it would randomly put away Theocraty. Well, then I would search the wheel, and on discovery, it would put away mining.... In the end, all civs would be differents, and it would be a real clash of civilisations...

Ok, so what I need know is a way to make this random put aside for techs...
