In case this forum is still used for woC etc.
I'd like to see an option where culture can be used to 'purchase' unique things like a special monument, victory arch or buidings you cant build normally.
I'd also like to see Culture be used like unit promotions for cities. So you can cash in your culture to buy some unique promotions like faster military, more GP, etc to really differentate them
On top of that the Culture Items should come like buildings, wonders (only one city can buy them), and Great Specialists.

For border options I'd like a mod where borders don' expand but you have to seize the land with units. this would also give expplorers a great new abilty. Also to have improvements like Forts beable to have a border radius.
this would prevent borders changing without war.
I guess with tat note an option to make borders expand into enemy territory only if you are at war with that country - it hurts the culture bomb but really when do borders shift without a war (or unless you give a city away)
