This is a composite of many of the ideas that have been expressed in these threads that I would like to see incorporated in Civ IV:
Diplomacy with who:
1. with multiple nations, and with the options to do everything that was done in single party negiations
2. with pirates/barbarians/terrorists:
a: pay a bribe
b: threaten
c: ask to attack an opponent
Diplomacy how:
1. when a violation of national sovereignty, you have the option to:
a. ignore it
b. strongly warn the country not to repeat it, privately
c. strongly warn the country not to repeat it, publicly
d. sanctions (either a new element or continuation of an old one)
e. war
2. ability for agreements to take place above ground (publicly) or underground
Military Unit agreements:
1. trade, loan, sell, etc military units, including unit that are too advanced for them (you dont have to know how to build a tank to drive one. Otherwise, only the US and Russia would have tanks). This could give technologically behind nations a chance to have a decent to defend thier homeland. It would allow them to stay in the game.
2. use of land of land for an airbase, harbor (for fast, efficient landing of units) on their territory, or canal
3. disarmament: of all units units, of a certain class of weapons, such as nuclear
4. same square occupancy, including cities
5. give the ability to heal other civ's units
6. ROP for only a certain parts of the territory, continents, water, etc
Surrendering:
1. Give the ability for nations to surrender
2. Give the ability for states to become vassals states:
They would pay tribute or something else to the dominate state
3. puppet state: a state which appears to be self governing, it is in reality a puppet of the dominate state. aka: the USSR
4. make it a protectorate. they are or are not self ruling but you protect them. gives your military to do anything in that land that they can do in your territory.
5. liberate: after the civ is under your control and a stable government is set up (can be a puppet state), you leave.
International requests:
1. Call off your attack on x civ.
2. end your ROP with with x civ.
Diplomatic Attitudes:
1. give the option to praise, criticize, threaten etc other civ.
2. warn. if you do this again, i will attack you.
Tech agreements:
1. Research techs together
2. ban certain techs for a civ. For example: ban Germany from getting air powr as the WWI agreement (un) successfully did.
3. technology freeze: no distribution of techs. (can be mutal or a demand of a single party)
Trade Agreements:
1. allow civs to trade resources before they can use them themselves
Agreement management:
1. agreements for a changeable amount of time (more or less then 20 turns)
2. cancel an agreement, if both sides agree
Diplomatic notifications:
1. Claim territory
2. notify world you have nuclear weapons
War Settlements (both of these need further thinking out, post your ideas how):
1. Non Agression Pact: Yes, I'm attacking every country in the world but I will not attack you!
2. Cease-Fire: I still don't like you, but lets take a break for a few turns and cool down.
Well, that's about all I could come up with. What did I miss?
