So players would need to achieve a pre-set threshold score (determined during game setup, or by individual player difficulty settings) in order to win the game. This would differ from the current 'time's up' high score victory condition in that the score would be the independent variable rather than the game turn.
Were multiple players to achieve the threshold on the same turn, then the highest scoring player would win (or the game could introduce draws/multiple winners).
This would be a more multifactorial victory condition, encouraging players to round out their civilisations while still rewarding adaptability.
