Would be interesting to see some controversial leaders enter the stage of civilization.

Dictator type leaders would have their special units and bonuses but some government types would be locked out for them. Kim Jong-Il and Hitler for example would not be able to run democracy or any other system that would not allow them to preserve their supreme leader status. Or they would have modified versions of these government types, for example a wonder would allow a dictator to enter into democracy by systematically rigging elections. The government types could have some bonuses and penalties. In the case of Rigged Democracy, there could be a possibility for catastrophic failure resulting in Tyranny if the deception becomes unravelled.

This franchise is no stranger to controversial leaders. Queen Isabella(Spain) has been used numerous times. Joseph Stalin(Russia) was used in Civ IV. Napoleon Bonaparte(France) has been used also. To be truthful even the "safe" leaders can be quite polarizing. I myself suggest : Fidel Castro(Cuba), Nikita Khrushchev(Russia), Gamal Abdel Nasser(Egypt), even David Ben-Gurion(Israel). All very polarizing figures. Not my favorite people in history. But certainly worth considering.

CIV III, IV, had Civs WITH Leaders.
CIV VI has LEADERS with civs.

England has threecivs, one for each Leader.
This is ridiculous. We must boycott this.

I want the Basque country. Catalonya. Sardinia. Sicily. Wales. tens of Germanic tribes... Cuba. tens of South American Aborigenal tribes.
tens of Central American tribes like Pueblo. then Mexico, Italy, Malta. Cyprus. Macao.

Civs. Not Leaders. One Leader, could be enough for tens of Germanic tribes. Each with a different coat of Arms; approach to military, culture, or science.

Archimede and Hypatia are two good Leaders, which could serve multiple civs...
