One of the things that's always bugged me with the Civ series is the complete independence of each city from every other city in the civ. In the real world, certain geographical locations are far better set up for producing food, while others are industrial cities etc etc.
The addition of Refrigeration into the tech tree would enable a city producing a lot of food to compensate for a city nestled into a hill/mountain range, which makes a lot of production, but can't feed its population unaided.
The structure would be and city connected to the capital via a road/railroad (ie: part of the trade network) would be able to share the food it produces, effectively giving your civilization a food tally, rather than each city having to be completely self-sufficient.
