Don't have Infantry upgrade to Mech Inf. Have this upgrade to Mech Inf. and have Infantry upgrade to one of the other great modern soldier units.
I also pushed Mech Infantry to the same tech as modern armor - I have it set, so the Mobile and Mechanized Infantry units are like defensive counterparts to the armor units. Considering that armor units, without infantry support, could be vulnerable, I also lowered the defense of armor units a little bit, as well.

I make this beastie a 6/9/2 wheeled, upgrades to Mech Infantry.
Normal infantry upgrades to Balou's Modern Infantry, and most other alterations as in the Modern Infantry Mod that comes with Balou's legendary unit (ie. wheeled tanks etc.).
