I just finished a Warlord game with six other civilizations. I know it is only on warlord but I was able to win a time victory with only 4 cities and without going to war with anyone. My point of this is that it was quite enjoyable to play with the intention of attacking no one unless I was attacked even though I was boxed in by the Japanese and the Americans. City development is very flexible and rather complex but fun. I was able to do quite well with just 4 cities.
Really is nice to be able to play without being totally warlike and imperilistic.
