Did you test this on a save/game you started before installing the mod?I tested your mod with the current Civ7 1.1.1 version and it doesn't work. The age progression will still be added from the future tech and civic. I checked also the database, and the amount was for both "0".
I've a similar issues with the AGE_PROGRESSION_TURN_COUNTER. Setting the value to 0 doesn't change something...
I tested it twice on a new game and with the Cheat Panel Mod from Rayoz12. Have you wait till the next round to check the age progression? Edit: I just tested it and I'm not getting any era progress from future tech or civic. The values for age progress are loaded into the game when you start the game, they're not dynamic. A mod can't change how much era progress you get after you start the game.
I just played a marathon game this morning where I completed both the tech and civics trees at around 80% era progress and just sat through a hundred+ turns pressing next turn. I got future tech and civic each about 3 times. No era progress from either. Oh, yeah, I guess I could remove that. That text is just what Firaxis assigned to the modifier, it doesn't actually mean you'll get that progress. You can see below the values from an active game:My current game was started yesterday with your mod, and this is what I see in antiquity

Since no progress is added, it doesn't make sense for the game to tell you it will be!
