No Aircrafts in City -> "maximum reached"

The topic title pretty much says it all.
I have researched flight and I have Oil, but my cities won't let me build any air units with the explanation: "You've reached the maximum amount of aircrafts in this city" (No idea if that's the exact wording because my game is in German)

However, when I build an airport I can build planes.
Anyone able to help me, please?

It includes missiles in that amount.

The city has a limit of 6 (10 with airport)

However if there are no aircraft or missiles in the city, then it is a bug

It happens in each game that I start. I have no air units whatsoever and even if I have JUST researched flight, it'd say there's no room for more aircrafts

Any solution to this??? I've already looked for a reference in GlobalDefines to ensure there was nothing like an initial air unit capacity set to 0, but I couldn't find anything.

If you haven't already done so, verify your game cache (Steam --> Library --> Right-click Sid Meier's Civilization 5 --> Properties --> Local Files --> Verify Integrity of Game Cache). If that doesn't help, please post a save file.
