No build no coastal stuff in coastal city

Hello,

I'm playing Civ for a while now. Sometimes I stumble upon something weird, then I think I encountered a bug or something, just to find that it was my inexperience or something. Maybe, somehow, that is the case this time. I don't know.

I play a game as Russia. Moscow is a coastal city, but one with no natural connection to the outside world. Only through a canal city is that connection possible... or is it?

Although it should be a coastal city I cannot build cargo ships, trireme's, harbor's etc.

Is it a bug? Or is there some kind of a rational explanation?

Oke. But why? I've used this kind of construction before. I mean, a city that can only have a connection to the vast and widespread oceans through a canal city (... I think. I start doubting my recollection right now). What is the difference and how can I recognize it?
 
Lake cities cannot build naval units, cargo ships or sea-related buildings (like harbors and lighthouses). You should be able to navigate sea units through Novgorod (it does look like it is a canal city) to Moscow.
 
Sorry, that's not what I meant. I believe you when you say that it is no coastal city, but how can I know that since (apparant) similar constructions worked out in the past?
 
If you hover your mouse over a water tile, the tooltip will tell you whether it is coastal or lake. A completely enclosed body of water will be a lake if it has (IIRC) 9 or fewer water tiles and be coastal/ocean at 10+ water tiles.
