No colonies/liberation mod?

Is there a mod out there, or a way to mod the game, to remove the colonies/liberation function in BTS? It is a feature of BTS that I really don't like, especially for how I play my game so I'd like to turn it off and go back to the old civ method of you owning all your cities.

Well, you dont have to liberate them if you dont want to, but sometimes the "blaa blaa blaa rightfully asking to join X empire bla bla bla" does get annoying and yes speeding through I have accidentally freed cities I didnt want to.
