In my last game I had been allied with Belgrado for a long time. Then at some moment the Ottomans settle Bursa next to it and come knocking on my door: my 'recent involvement with Belgrado' doesn't please them. It wasn't my involvement with Belgrado that was recent, it was them settling a city next to it.
Then, at some stage later in the game, the Germans capture Bursa. You can guess what happened next. Bismarck calls, he says he noticed I'm getting rather close to Belgrado.
I had been allied with Belgrado from almost the beginning of the game and without interruption, not getting trumped by any other civ at some stage.
What I'm assuming is that the game is failing to make a check what was earlier: the city settled close to a CS of one civ or the friendly involvement with that CS from another civ.
