Hello You all
Thanx for all the tips!!!

I didn't read the following fact yet, but maybe it is written already
I figured our this onet pure accidently:
If you put Science research on 100% in the domestic advisor menu you will see that your treasury is shrinking
after a few turns your treasury will be zero after but it wil not go futher down

there are two things you can't do when you don't have money:

1) spend no money on entertainment (no happy faces)
2) you can't buy anything

but you will have faster research then any other civ
so you can build almost any wonder, city enprovement, unit much much earlier then normal

The lower difficulty levels will let you run at a deficit for several turns. On the higher levels, i believe your city improvements will be sold to recoup your losses.

I found this out too. But the first units to go are always workers or artillery and you only lose one a turn. YOu lose one improvement a turn but it is usually a temple or library and easy to rebuild or unneccesary in big cities with universities and cathedrals. Deficit spending to go ahead in tech or keep everyone entertained in a war democracy kicks butt, and if you get far enough ahead in techs you can sell them off to the ai civs who will often end up paying you more per turn than your deficit.
