No option to refuse/raze city?

I'm playing on the Dramatic Ages mode, and a free city flips to my civ. It's poorly positioned, so I wanted to decline and raze it, but for some reason, the game automatically accepts the city flip, and I can't get rid of it? The World Congress also happened on that turn, if that matters.

Sounds like a bug you should report in the bugs forum (together with save where this reproduces from)

Check near the end turn button, you may have a round icon with the message to take control of the city.

Or finish up the world Congress and the prompt should appear automatically.
