no power while it is in the range

I have power produced thanks to my coal power plant. But the city just at the north of it, despite it is less than 6 range tiles away, does not take benefice of this power. Why ?

Is there anything using power in it? Dumbarton does not have the icon for missing power next to its life bar. What happens in 9 turns when you finish the research lab?

For a city to take advantage of aura bonuses from districts and buildings from other cities, it must within the requisite number of tiles from that district and not the other city center. Your city of Changsha is not within six tiles of the IZ with the coal power plant, which is why it isn't being powered by that power plant.

No I was talking about the city of Dumbarton, sorry I used the word north badly. I have the symbol now, after I have built the research lab. Hope it works.
