No UI with 38.5

I just reloaded BTS and added the 3.1.9 patch. I downloaded C2C and unzipped it to my downloads directory then copied to the mods directory under BTS. The folder is names 'Caveman2Cosmos' so I know I get that right. This has worked before with no issues so I do not think that is the issue here.

When I bring up the game for the first time I get 5 warnings that various INI files failed to be created:
Automated Settings
Diplomacy Settings
RoM Settings
BUFFY
Advanced Combat Odds

So with no UI the game is rather difficult to play. Any assistance would be appreciated.

Mod folder must be Caveman2Cosmos and must NOT be placed in my documents.
Like this: ...\<Game folder>\Beyond the Sword\Mods\Caveman2Cosmos

Run as administrator - I think its needed if you have games on C drive (system one), as I never used that.
Also delete old mod before updating as files could be removed and added between each release.

save the game. exit the game. restart and load the game.
it was an old layering issue which seems to be back
