No Units in military advisor (C3C's)

In CIV 3 Conquests, I cannot see units of the AI players in my military advisor, now I know in regular CIV3 -- once I made contact etc, I was able to see the units.. So I thought to myself that maybe they had changed the rules and were only able to see the units if you both have a right of passage or something but no.. still no units..

Is this normal? Or am I experiencing a glitch or possible bug that has since been patched/fixed?

(P.S - The advisor himself still tells me how strong or weak I am compared to the other civ's, but I cannot actually see how many units they have.. or what kind of units they are.)

I believe you need a spy in order to see the units.

Turner is correct. A simple embassy won't do it, you will need The Corporation in the Industrial Times in order to find out (That's when you can plant spies). I believe there is another way, but I do not know.

Actually, you can build the Intelligence Agency with Espionage. Then you have spys available.
