This is another fictional scenario, kind of like the Fall of Rome (see also "The Empire" scenario). There are two playable civs:
East Nomads
West Nomads
And 4 CPU civs:
North West
South West
North East
South East
The two nomad tribes have the government "Hill Tribe Council" with reduced corruption and all units free; the four established states have Monarchy with increased corruption.
The two nomadic civs are in a locked alliance, at war with the 4 established states. The established states begin with 5 cities each, but can't settle (only nomadic civs can build settlers, now called "Migrants" with extra movement and no pop cost). However, they begin in the Middle Ages, whilst the nomads start in Ancient Times.
There are various units specific to each nomadic tribe, and there are special "Garrison" (immobile) units for the 4 established states. There is coalition victory with elimination (3 cities) and victory point scoring on. Apart from this, cultural and conquest victories are possible.
