Attached are a couple of saves, one right after the Americans turned a city I founded in to a City State and the last autosave before it happened. Are they supposed to be able to do this?
If you capture a city from an opponent you can only liberate it if it formerly belonged to another nation or to city state. In that case the founder regains control of the city and can return to the game. It should be impossible to capture a city and convert it into an entirely new city state.
Yep, should be. This is my first Diety/Huge game. It was the second or third city I founded after my capital. I am not that familiar with Songhai city names to know if it was doomed to be a city state from the start. I figured the city would fall so I set up a force to counter attack in my turn and was shocked when the striped border appeared and my force was knocked back a few hexes.
I assume that we're talking about the city of Jenne. Jenne was captured by the CS of Dublin, not the Americans. This is not a bug, but thanks reporting what you believed to be a problem.
