(NOT A BUG) Can't make executives after establishing corporation

How to reproduce the bug:

Establish a corporation in any city.
Try to train an executive.
You cannot train one (no option to in any screen).

Save file attached, but it's a huge map with 18 civs half-way through the game, so make sure your comp can handle that before loading. I have two corporations in Mecca and Medina, neither of them have an option for training an executive.

You're in state property, which blocks all corporations. Switching to free market in that save allowed me to build them.

I run into the same problem. Perhaps it could be helpful, if this unit behaves like all others. It is greyed out and a popup tells what have to be changed to produce it. Simply not showing it is ... aweful
