[NOT A BUG] Inquisitor does not protect against conversion [reproducible]

I'm playing with the latest patch, and obviously the G+K DLC, with no other mods. I've uploaded a save file of the turn before this happened. All I did was select a windmill to be built in Sippar, accessed by pressing the 'select production' button above the minimap. Then I pressed 'next turn'. As you can see from the attached screenshot, the enemy Great Prophet converted my city of Nippur, even though there is an Inquisitor unit on the city tile. According to the Civilopedia entry on the Inquisitor unit, this is exactly what it is supposed to prevent. Is there any more info needed? (Also, I don't have open borders with Ethiopia, if that matters. I can't recall if Great People are supposed to be able to cross borders without a open border agreement.)

Edit: and on my next turn, I tried to use the Inquisitor to remove the imposed religion from Nippur, by using the 'Remove Heresy' command, but all that happened was that the Inquisitor vanished. There was no change in the city's beliefs, it did not remove Christianity from the city.

the exact same thing just happened to me. Don't you just hate it when horrible issues go not only unresolved, but unnoticed by most of the community?
 
I loaded the save and examined the Inquisitor - it's a Christian Inquisitor, which will not help against a Christian Prophet. So that's not a bug and it is important to keep in mind to recruit an Inquisitor in the right city.
