(NOT A BUG) River trade route

Rivers within your cultural borders can be used for trade routes before youve researched sailing. Its only if you have to use rivers outside your borders that you have to have sailing :)

Well, I went looking for this bug that I thought that I'd found, and learned something new. And the connection within your boundaries can involve some locals travelling diagonal across a river in the one part of the empire connecting two cities. Check out the screenshot. Tenuous at best. I think those locals might need to even round a bend in the river in the wilderness between my cities. :)

My guess would be that the river connects your cities because the neutral plains/woodland tile has the river on each side that is touched by ur borders? Because both of those tiles in your borders would be counted as having fresh water. Could be just how the programming is wrote :confused:
