(NOT A BUG) Trade on river without sailing.

As you can see i have no road to this city and its still getting silver from that mine. I just started researching sailing which allows u to trade on river.

Its not a bug - just poor documentation. As long as you use rivers/coast inside your cultural borders, then you can use them for "trade" as much as your heart desire.

Another "trade/river/coast" related thread about this issue. Not a bug...
