Eh, this happened in a vanilla FRFW game I played a while ago, too, but no one believed me. This time I have the saves and the screenshot to prove it.

The screenshot:

As you can see, I have 15 gold in my treasury, and I'm losing one per turn. This wouldn't cause my treasury to go bankrupt and me to lose an improvment. What's going on?

Negative surplus? Maybe you ran out of money.

I had 15 gold! And I was running a negative surplus of one! 15 - 1 = 14. 14 > 0.

How did this happen in Vanilla with no Sid? On Deity?

I can't open the save 'cause I don't have C3C, but are you sure that 15 gold didn't come from selling the granary?

Screenshot from turn before.

This happened on warlord in vanilla, which is the W in FRFW.

Can you upload a save? (and say which version you're using)

No, I seriously was fooled, since I instinctively caved, forgetting that it would kill an essential granary...

Click on the Foreign Advisor in the demand screen; gives you access to the F screens. Adjust the slider, and the demand is still on the table.
That's what I did...

It's the Warpstorm Watercolour Mod that you can access through Civ-Content if you have the Play the World expansion. If you do not, just search it up here and install it.
