[1.0.1-3] Incense doesn't give 100% production bonus towards missionaries in Exploration Age

In my current game, I have 3 incense slotted into Baak, which means I should get +300% production toward missionaries. I believe I also took the cultural legacy bonus that gives +50% production toward missionaries, so I should be getting +350% production toward missionaries, but neither bonus seems to be getting applied. As you can see, a missionary would cost me 520 gold. The only bonus toward gold purchase I believe I'm currently getting is 15% from an economic attribute. I have no silver. So, this should mean that the base gold cost of a missionary is 600, and unless I'm mistaken, that means the base production cost is 150. In the first screenshot, I've sunk one production into the missionary in queue, meaning this missionary is costing me at least 144 production (48 production per turn * (4 - 1) turns), leading me to believe the effective cost is equal to the base cost of 150. If all the bonuses are applied, the missionary should cost me effectively 150 / 4.5 = 33 production, taking me just one turn to produce.

It looks like the bonuses apply to temples, though. A temple has a base cost of 200 production, and I was able to build in one turn in Baak, and I checked how long it would take to build them in my other two cities, which should be getting just the 50% bonus I got from the legacy reward, and it checks out.
 
The xml all looks ok. So it's possible the problem is with the underlying GameEffect (not moddable) EFFECT_CITY_ADJUST_UNIT_PRODUCTION_PER_RESOURCE being broken.

So if above is the case, it should also be impacting Truffles in Exploration age granting 20% Production to all units. I'll make a note to check that next time I play.
