So, I've started four games today. First one as Portugal and that was okay, but left work.
Went home and started a game as Vienna. Interesting! Different. You can't make cities, but have to puppet them with your diplomats. But, somewhere around the end of the classical age, without having fought any wars, mind you, the game declared me a loser and ended my empire. WTH?
So another, this time as the Greeks, figuring I'd try for a new victory with lots of city state votes late game. Amazingly teleported English warrior, hanging out in my peninsula, within a couple of turns of starting. Liz is fifty tiles away from me, it turns out. How her warrior (not scout) got that close that fast has to involve E.T.s.
Finally, decide to try the Assyrians. First civ I encounter? The Assyrians. I kid you not.
Bottom line? Wait for a patch or two before wasting your money on this upgrade.
