I would like to see the ability to sign a Nuclear Non-proliferation Treaty. In this, civilizations would agree to cease construction of all nuclear weapons (Atomic Bombs and Nuclear Missiles) and their use would cause immediate denouncement across the global stage. This would be in place to prevent mass spamming of nukes during the end game and hopefully provide a more peaceful environment.

Would anybody else be in favor of such a treaty?

Perhaps you could alter your proposal to something like :

1) as a nation to nation agreement : Just as a defense agreement it might be interesting to have a "no nukes during wars" agreement that can be applied from one nation to another. Which still allows going to battle with each other.

2) usage of nukes results in
* financial impact
* unhappiness / social unrest
* ecological damage
* lose of resources
* lasting diplomatic repercussions
* terrain alterations (mountains near the target get removed or turn into a hill)

Basically ... you can always use them, but when you do it's at a price that makes you thinks twice.

Hmm I completely agree. However I don't know about the terrain alterations. If I could nuke mountains to turn into hills, I think I might actually do that :p lol. However I think instead, if you were to nuke somewhere, instead of inciting global warming from civ 4( I hated it), instead make it the area that gets bombed is affected, and depending on how many nukes explode, the tile could turn into desert.

I made this proposal because I feel there's absolutely no reason not to use nukes...when in real life there are plenty of reasons not to use nukes...

Obviously the peaceful AI would be heavily in favor of this proposal, and those that are not can be considered to not be trusted. Might make the diplomacy game a tad bit engaging, as you know who's a threat and who wants to use nukes.

Unhappiness for continued use of nukes (i.e. 3+ nukes would result in empire-wide revolts) would be a nice mechanic to implement. Maybe adopting Autocracy removes that restriction.

Unhappiness for using nukes is definitely a good idea. It shouldn't be permanent but should be about the same level of unhappiness as capturing a city and last for 15 turns. Perhaps less with some autocracy policy as you say.

I also think using a nuke should perminately remove the uranium resource used to build it. Then there's effectively a limit on the number players can use, the more they use the less power plants/giant death robots they can build as well. Seems like a fair trade considering the devistation they can give a tall empire.
