When is the AI going to build tactical nukes and when ICBMs?

Imo, while (potential) enemies have no SDI, the AI should better build ICBMs instead of tactical nukes. With ICBMs the AI is able destroy the complete land of the enemy within some rounds - and win! (Human players often do this since it's very effective.) Quick wins are not possible with tactical nukes.
 
According to the CIV4UnitInfos.xml, the
tacnuc has iAsset =5, iPower =30, and iCost =300;
ICBM has iAsset =5, iPower =40, but iCost =600.

Is it just a matter of "cost effectiveness?" ... bleepin' bean counters. :borg:

See what happens when you adjust some things, like ICBM iPower =65, -OR- tacnuc iCost =500 (so that the power/cost ratio is better for ICBM than tacnuc). I don't really know what effect iAsset might be.
 
ipower ist only for statistics (power graph). I don't think you can improve the building behavior by changing these stats. In my mod, the ICBM got a larger radius (radius 2), but the AI is still building tactical nukes much more often than ICBMs.
