Number of Civs at game start

For the WolfRevolution mod it uses the default # of start civs from the RevolutionDCM mod (since it's a merge), which is alot. 18 for a standard sized map actually. Of course it's easy to change, you just close them on the start up screen, but still it's more then I like, and adjusting it each time I start a new game is just one of those little pet peeves I have. I've looked through the XML and can't find where this is defined. Anyone know where the # of default civs at start up is defined for the map size so I can reduce them?

Thanks. Looking at this, I'm wondering if there is a way to change the scaling of #of cities needed for event quests? Is that so, and if so what tag would it be?
 
The very same.

Annoyingly they use the default number of Civs as base for many of the quest (Build libraries, etc.)

The <iBuildingClassPrereqModifier> you see in the file goes to stuff like temples per cathedral and such.

Hmmm, now I'm kind of conflicted. Set the starting civs to my liking, or adjust the default civs to be the number of buildings needed for the event quests to make sense. Curse the programmers for tying together two unrelated variables!
