Citizens, this is an informational poll regarding the number of layers (levels) the rules should have. (DG newcomers, informational means the leader plans to be guided by the result but the poll itself is not legally binding) There has been substantial discussion in several threads.

This poll is open for 3 days, public response, single choice.
 
My choice is two layers. If we have at least two layers, even if the lower one is empty to start with, we lay a foundation for a ruleset which can be adapted easily to changing conditions. If the top layer is worded correctly, a 3rd layer can be added easily enough if we find the need.
 
I voted for two layers because it should keep it simpler yet still have enough information to make decisions about what is allowed and what is not.
 
I voted for two because I believe we need a constitution that allow fairly broad latitude, since we don't need to change it often, and a second which basically tells what the constitution means and can be changed as necessary with out too much hassle.

Once again, we call the first layer the Book of Laws and the Second layer the Book of Standards. The entire thing (both books together) is the constitution.

Makes things easier, as a constitution is a code of laws.
 
Mmm how about making the FIRST layer the constitution, laying down basic fundamental rights and such, and the second layer as laws, rules etc that expand on that, and that we perhaps make up as we go along... It should then also be harder to change the constitution and easier to add/change/remove rules from the 2nd layer.

However organised, I see most merit in 2 layers as well. 1's not enough, 3's too complicated unless worded EXTREMELY well.
 
2 layers should suffice. Constitution has the basic game structure and laws, while Code of Laws goes more in depth into the laws and some more detailed things.
