Numbers in info-box

In the info-box on the botton right corner of the screen there are three numbers separated by periods (to the A/D/M) The first line looks like this:

Inca-Democracy (3.4.3)

What does taht mean?

F1 or Domestic Advisor is where you can change these ratio

30% - Tax Rate
40% - Science
30% - Entertainment
