In one of my previous games, I was playing as a Democracy, and due to a city rioting 2 turns straight, my government fell. However, when an Oedo turn passed, the game stayed in Anarchy without any ''choose your government'' window. That happened more than once during the same anarchy period. Is this normal, expected behaviour regarding oedo years and the gov't falling in Democracy or is it a bug?
When your government falls, it will be Anarchy, and remain in Anarchy until the next Oedo year, starting with the next turn. An Oedo year is a game turn which is a multiple of 4, such as 104, 128, 172, etc.). You can use a chart or a log to keep track of Oedo years.
As you enter the next subsequent Oedo year, you will be given a choice of any available governments. You can freely choose/try any/all of them on that same turn, and its not a "revolution", you just change and figure out which you prefer.
In that occasion, my government fell during the time period between turn 158 and 159, when cities were processed. Next oedo year was on turn 160, one turn later. If I understand correctly what you meant, then it would start checking for oedo years after turn 159, and thus government would be reinstated in the next oedo year, which was the next turn, turn 160. But I did not got any window of choice: only more painful anarchy.

It was playing Emperor on a large map (470 turns) with 2.42. The revolution happened in the period of time between turn 158 and 159. Technically, it happened during turn 159. It would start counting for oedo years next turn, starting with turn 160. Which happened to an oedo year. Turn 160 comes and is processed, but I don't get any choice for gov't. I don't want to have to build the SoL from scratch...
There was another game I was playing (with MGE) when that happened, but I don't remember the circumstances, only that anarchy lasted for at least, IIRC, 7 turns.
If the involuntary revolution started in 159 and as Starlifter said, it will "remain in Anarchy until the next Oedo year, starting with the next turn," then the 160 Oedo year is ignored in this case. You should get a government option at the start of 164. It was just a bad time for the govermnent to fall.

Another way of saying it is that you get a choice of government upon entering your 2nd Odeo game turn without SoL (a turn that is a multiple of 4).

"Anarchy Fall" of a Democratic Gov't
(a democratic city spends 2 consecutive turns in Anarchy)
174 - A Democratic village becomes "red".
175 - After GT174, you are warned the city is in anarchy. That village remains red. Turn ends. 176 - The village enters GT176 as "red" for a 2nd consecutive turn and when that city is processed, the "Anarchy Fall" immediately causes a government collapse at that instant; all subsequent villages are processed under Anarchy rules (Government **IS** Anarchy). 176 is an Oedo turn, so this (GT 176) is the 1st Oedo GT spent as Anarchy after Govt "Anarchy Fall". Then next Oedo turn will end Anarchy and produce the Govt choices.
177 - Anarchy.
178 - Anarchy.
179 - Anarchy. 180 - Anarchy. After GT179 ends, and you enter 180, and all of your village list is processed under rules of Anarchy in GT180, then you get the Gov't choices the instant that the final village is processed. It does not matter if any or all villages are "unhappy" for any or all of these intervening game turns: you will get the gov't choices no matter what, and then may freely choose/test gov'ts (Anarchy is never an option) until that turn ends (Just choose the Kingdom, revolution menu [or use Shift-R]). If you choose Democracy, and a village is in Anarchy entering the next turn, then its the 1st turn of the consecutive 2 that can result in a fall of government again (thus would start the cycle again).
Extremes:
Minimum
You spent the following turns in Anarchy:
The remainder of GT176, all of 177, 178, 179, 180. This is a total of at least 4 full turns, and possibly 5 (assuming the city that triggered the collapse was the 1st which was processed in 176). The first OEDO turn in Anarchy is GT176 (remember, your gov't was "Anarchy" at the instant the last village was processed). When the next Oedo turn occurs, then the Anarchy ends and you get the gov't choices. The time you spend in Anarchy due to gov't collapse ("Anarchy Fall") is 4, Minimum.
Maximum
The MAXIMUM time for an AF collapse is if th AF occurs the turn after an Oedo GT. In this example) if the collapse occurs in GT 177, then you spend the remainder of 177, all of 178, 179, 180 (Oedo turn in Anarchy), 181, 182, 183, and when you enter 184 after the village list is processed, Anarchy ends & you get the gov't choices. So if the collapse occurs the turn after an Oedo GT, you will spend 7 plus remainder (effectively up to 8 turns) in Anarchy, Maximum.
NOTE 1:
The city causing the 2nd turn of Anarchy and triggering the Collapse will collect no resources (including Zero new shields!); however, any subsequent cities which are processed (and are now in Anarchy due to AF) will collect shields in accordance with Anarchy rules.
NOTE 2:
A hidden power of the SoL: If you have the Statue of liberty in your possession at the instant that the processing of the final city in the list is completed, then Anarchy immediately ends, and you are immediately offered the choice gov't. So, if you are running a Democracy in wartime, and you are not paying close attention to your village list, then the Statue of Liberty can save huge amounts of resources, since without it, you will spend from 4 to 8 turns in Anarchy.
What the programming "actually" does...

Assuming you have no SoL, then when your government falls, it sets a "Anarchy Fall" (AF) flag (When this flag is set, an Oedo GT will not cause an offer of Govt choices).
When the final village in the list is processed, during the next Game Turn which is a multiple of 4 (An Oedo GT), and while the Government is in Anarchy, then the collapse flag is unset.
At this point, then as "normal", when you enter the next Oedo GT (multiple of 4) after your city list is processed, then you get the Govt' choices, and can again select the "Revolution" option (which has been grayed out in the interim).
The net "game effect" that you will see is that you will simply be given the choice of Gov't on the 2nd Oedo GT after collapse. Or, you can think of it as you need to spend 2 Oedo GT's in Anarchy. Or else get the SoL. Or of course, do not ever allow gov't collapse.
NOTE 3:
After the end of every GT, the program checks to see if you possess the SoL. If you do have it (explicitly meaning that you could have "just" built it an instant ago), then the Anarchy is ended and the Gov't choices offered, and the Revolution command is available again.
NOTE 4:
An Anarchy Fall does not apply to collapse of Government by other means, such as being caught in Sabotage, and the Democratic government collapse as a result. In other forms of Collapse, the AF flag is never set, and so the next time the city list is processed in an Oedo GT, then choice of govt's is presented. This means that you spend 0 to 4 turns in Anarchy, as "normal".

Form what starlifter is describing, looks like then it is supposed to be behaving the way it was described earlier by Jokemaster. I do not recall ever letting my democracy collapse into Anarchy that way, so I was just assuming that Anarchy lasts till the next oedo year not the one after the next.
As I was reading this, I was thinking whether you can force a change of government in the next oedo year by manually causing a revolution, but looks like that is not possible either:
