Okay, this is maybe not some great thing globally, but I believe that oil could actually appear in sea. You would have to have Offshore Platform in the city to extort it. If the oil was outside the city radius, you would have to, using Workers inside the city, make pipes to the oil, connecting it to your trade network. Also, oil should not appear on shore squares.
1) Oil is discovered when you research Refining which is in Industrial Age
2) Offshore platform can only be build after miniturisation which is a Modern Age tech
And most importantly, the Civ3 rules state that you need a road connected to the resources in order to use it. You can't build a road in the sea and there are no way to build anything in the sea at the moment as you do not have a sea engineer unit
I think its a great idea!
The problem with miniaturization is not actually a problem... I just make another resource called sea oil which looks exactly like oil but requires miniaturization and can only appear on sea.

just what i thought in the beggining, but in order of a resource to be used it must have roads connected to it, and roads cant be built on sea, and... in order of units like tank to be built they require 'Oil' and not 'Sea Oil' so even if you did have the ability to use 'Sea oil' it would be useless..
Well, I don't know if we can do it. I'm sure we can't do it with the simple editor, maybe we can do it with the help of a programmer...
The thing is to consider oil platform not as a road, but as a colony on the sea. This colony has a port and then, it's directly connected to the country if... of course, we need to get a city with a port there (quite obvious).
Then, We can build oil platform on the other side of the planet, but it's not unaccurate when we see that Guinea Gulf oil platform are almost only french (TotalFina Elf). i guess it's the same thing for other regions in the world and other countries...
I'm not for the creation of a new ressource called "oil in sea". The game will consider it as a totally different ressource and as we can't say a tank require oil from sea or oil from the ground, it won't solve anything.
About the issue of the creation of the oil platform, well maybe we can give the ability to the transport to transform itself as a colony.. or we can just put a worker in a transport and wake up to found a colony when we are on the oil tile.
Many of the N.sea oilrigs use pipelines to transfer oil from the rigs to the refineries onland!

For roads to offshore deposits we could have with a certain tech roads that can be built at sea and have a sea-worker unit that can build them (some sort of ship).
If a new road-type called pipeline could be made with new graphics and CERTAINLY no commerce or movement bonus it could be possible to have offshore deposits...
At some point I may investigate whether this is at all possible...
