I got a Republican government, the war with the Persians has been going on for a long time and my civilians are starting to get antsy. I can't switch governments (well I could but I don't want too cuz the anarchy, and all the others all suck except Monarchy in the ancient times) how can I keep my populace happy without making most of them comedians?

Mmmh tough luck... If you don't want comedians I don't see what will save you. Maybe raise the luxury rate ? If you're rich enough, of course...
I suppose you don't have yet the police stations and Women's suffrage...

luxuries+marketplaces if ancient era. bach's cathedral. sistine chapel+cathedrals in later eras.

Note: these are not "instant" fixes. You have to have enough happiness to overcome war weariness but of course you can't build anything in anarchy. So plan ahead. I have a republic and I have been in constant war under a republic for at least 2000 years, many of my cities are size 12, and I have had no significant unhappiness.

Make peace if nothing else helps, build up military, then go for a quick conquest. Never let wars drag on!

Nope no police stations or WS, BUT I read somewhere here that the happier they are the less Anarchy. So let me get this straight, all I have to do it hit F1, slide my giggle bar over to 100% for one turn and deal with losing money for one turn and I'll suffer less anarchy??? If there are loopholes like this why not get rid of anarchy in the game altogether. I remember CIV II had a wonder that eliminated anarchy in between governments, does anyone know why this was omitted with CIV III?

I don't think it will work that way. I've never heard about the happier they are the less anarchy.
Besides in anarchy your slide bars are nullified. If you have taxes, science or luxuries at 100% it will not matter during anarchy. If the idea works the only way to make it happen is to have entertainers everywhere.
I'm not even sure if mobilization would help at this point.
Trading or conquesting luxuries might be your only answer for continueing the war. Peace may be inevidible. :(

Remember that you are not a dictator, but rule with the consent of the governed. The people want the war to end. So end it -- or give them circuses (increase luxury spending).

End the war. Long wars have almost no benefit. It usually means you're not making significant gains and, as you've pointed out, the rest of your empire is now unhappy and nearly non-productive.

Anarchy when changing governmens is eliminated with religous civs in civ III. What civ are you playing?

The change in government (communism or monarchy) is a good option if the war is going to go on for quite a few turns. Do you have the option of peace? (will the AI acknowledge you?)

Ok I ended the war, but you know what?? I had an MPP with England and Persia (my nasty opponent) declared war on England the very next turn, so I had to go to war with him again. The people were STILL PO'ed, this should be cuz it was another war (sorta) WHY?? also I think I discovered something interesting in the process, this time around I decided to try a little experiment, I loaded all my cities with comedians to keep em happy without starving too much and guess what?? Anarchy was only 2 turns vs the normal 5 to 7, I"m not a religious Civ so that wasn't it, I thought it might be a fluke and reloaded. Same results, so people I guess the key to short anarchy periods is load the cities with plenty of Groucho's!!

good point, I'll try that next time, unfotunately I forgot to save :((

BEFORE you start a long war, adjust your budget so happiness is about 65%. Then on same screen see if you like the ratio of happy/content:unhappy citizens in your cities. If you are not happy, forget both long wars and back to back wars. WW is calculated about the same. When WW kicks in, a normally 80% happy civ will drop to 60-65%. Sometimes it is worthwhile to conduct long wars, but first you must fix your production capacity so you can still grow at 60-65% happiness.

i don't get it...it's pointless to wage war under republic or democracy unless u know how to manage the unhappiness. moonsinger has written an interesting expose about this at
http://forums.civfanatics.com/showthread.php?s=&threadid=22759

if the micromanaging is not ur thing switch govts to monarchy early on and stay that way until u have conquered the world.

i have changed my playstyle recently to handle unhappiness.
i don't have time to build cathedrals and colloseums so i build marketplaces everywhere and concentrate on getting luxuries.
8 luxuries+ marketplace can keep a size 23 city happy with no other happiness improvements and u never have to worry about
war weariness.
