So this is probably a silly idea, and I know next to nothing about modding so I have no idea how much it would entail to code something like this, but I had an idea today that came to me pretty fully-fleshed-out, and thought I'd run it up the flagpole.
Basically, a wonder/project for the modern era, of making the Olympics.
Whoever builds it would be the first Host City. From there on, every four years (or thereabouts) in in-game time, a new city will be chosen at random, with chance favored heavily by culture production and disfavored heavily by the civ/city having recently hosted. For the host city, this would give a large gold dump.
All civs automatically participate, unless they are at war with the hosting civ.
For the civs as a whole, there is a list of events, which chance dictates the winners of, but with that chance weighted by elements appropriate to the events. So having cities in the hills and tundra would increase your chances at a lot of winter sports. Perhaps having certain social policies or wonders or buildings or improvements would increase chances in other sports.
The bottom line is that ever four in-game years, you'd get a rundown of the medals in events, which would equate into a happiness dump in proportion to how well you did. Perhaps doing poorly could result in a happiness loss as well.
