actually, I don't think it is possible; sometimes the gift button is grayed out, with help text saying that they won't accept the unit. I tried to dump some excess ravenous werewolves on some allies once, after awhile they didn't want them. And yes, they were really good allies.

oh i know, thats why i said the "take out their high commerce city after", typically the AI's will accept them only if they can currently afford them, so you fill them up to their max then conquer a good city, then they're in trouble.

what if you gift them extreme amounts of useless units (to put strain on their upkeep) and then target their highest commerce producing city? then with some luck they'll go on strike, lose their good units, and the invasion can be even easier!

I could be easily coded that if they're having "internal difficulties" that they're less romantic. So, gifting them direct funds in economic hard-times would be the "romantic" gesture.
