was breezing along in my game then i had a city where i added 2nd neighborhood. But i cant build a 2nd Food Market or Shopping Mall. Just this city i can add to others

Yes, thats an intended restriction - regardless of the number of neighbourhoods in one city, you are limited to either one Food Market or one Shopping Mall per city.
