Open borders and tourists

To get tourist from other civs , which is more important: offer to open your borders or do you ask them to open theirs?

You will need to open borders with them, so their tourists can have an easier time visiting you . Make sure to also send a trade route to the same civ.

actually I'm pretty sure it's the reverse - you need to buy their open borders, not open your borders to them.

You opening your own borders sounds more logical but it's easy to test.
