Should we sign an open borders treaty with Rome?

Propose Open Borders
Vote for this option if you want us to propose open borders. A yes vote will also be counted as a yes vote for the accept open borders option.

Accept Open Borders
Vote for this option if you do not want us to request open borders, but you are willing to accept open borders if Rome requests them. The yes votes for Propose Open Borders will be added to the yes votes for this option in deciding if we accept.

No Open Borders
Vote for this option if you do not want open borders, regardless of who proposes them.

Abstain

Eather just plain old Yes or accept if offered to us. But given the limitation of the choice that I must make (1 vote), i would have to vote for "accept if offered to us".
