Unsure if a real bug, but it just feels weird that Cleopatra, who respects strong militaries, can have paranoid as hidden agenda. (note that I have limited access level, but she just said she was relieved to see I was no threat to her, and you can see the +8 not being threatening)

This also considering Firaxis said that agendas that go against each other should not appear together.

EDIT: Nevermind, it isn't because for some reason the picture doesn't want to get copy/pasted into it. Either way, I now have open access level, and she indeed has paranoid, which means she dislikes civilizations with strong military or cities close by.

What would be the bug here would rather being able to befriend a civ, or two civs being friends. Because most of the time their thwo agendas are contradictory which make them hate everyone.

As I said, I'm not sure whether it should be called a bug. What I do know, is that Firaxis said that they coded leaders to not have some hidden agendas because they would be contradictionary to their leader agenda. That, however, is what happens in this case. A small army means the leader agenda makes her angry, while the hidden agenda makes her happy, and a large army does the reverse.
